The govt is now removing the scheme even for civil servants and thus def services are made to shut up once for all.All these years the beaurocrats enjoyed due to weak govt. BUT WITH MODI EMERGING AS A very strong person with absolute majority govt is at solving various issues to the UN happiness of def services.RESULTING IN POOR MORALE IN ARMED FORCES.
