AMERICAN FAILURE IN CONTAINING PAKISTAN

Why only Pakistan is always in the news linking to terrorism? All most all terrorist actions are being linked to Pakistani elements. The entire process of Terrorism, its growth, spread, planning and execution appears to be linked to existence of Pakistan on the world map. Entire thing can be traced to birth of Pakistan itself. Pakistan as a country is a failed state. It is born out of hatred and fear of Hindu domination in the sub continent. It never had proper government. It was under military rule for most of the time. It has great turbulent history out of its pathetic existence till date.
Although Hindus and Muslims lived together for almost 900 years in the sub continent, Muslims did not amalgamate in local culture. Destruction of Hindu temples and killing of Hindus in the Muslim attacks, rapes on Hindu women and repression of Hindus by Muslim rulers in following years did not allow any amalgamation in the sub continent. Although there was some adjustment during certain spells of tolerant rulers, it was only for short periods and again returned to hatred and repression very soon. There were some tolerant rulers too. But they were very few and can be counted on fingers. Hinduism is idolatry in practice and Islam is deadly against all types of idols. The fundamental difference starts here. In spite of all these differences, certain mutual influences took place and this can not be denied. But all this evaporated at a very short notice when the bogey and slogan of Islam being in danger was raised and it was frequent too. Thus In India, Muslims and Hindus lived with great mutual suspicion and as independence from the Englishmen became apparent it became more and more and also became violent too. The seeds of hatred were further strengthened by the men like Sir Syed Ahmed Khan, founder of Aligarh Muslim University and Poet Mohammed Iqbal who propagated that Muslims could not get justice in an Hindu dominated India where every on lived(1).

India always suffered the feeling of exploitation at the hands of foreigners and rather aligned with socialist philosophy and walked into embrace of Soviet Union. Indian leaders were rather mesmerized by USSR and infact India ran into embrace of soviet block. It was also necessary for the procurement of weapons and military hardware. Till Chinese war, Indian military was rather on ceremonial duties and was neglected. Although it took part in Police action on Hyderabad in 1948 against Nizam 7, it was not a major military action and it was a walk over for Indian army. The only important action was war with Pakistan immediately after gaining independence and annexing Kashmir after an agreement was signed with Maharaja of Jammu and Kashmir. Indian army received importance only after inevitable debacle in Chinese war. Nehruvian policy of rubbing shoulders with China was a disaster and Chinese let down India very badly and till date, Indian relations with China are strained over border issue. USA in an effort to balance the equation in the region patronized Pakistan and it soon became the most trusted partner of America in the region. American policy was to prop up Pakistan against India in preventing it from a rapid growth into a major regional power. With American umbrella Pakistan has fought Two major wars with India and lost badly. Pakistan has used American tanks and weapons in these wars and India also no doubt has used weapons supplied by USSR and its allies.
Pakistan became very important after invasion of Afghanistan by USSR and America has used Pakistan as a pawn in the regional game and supported organizing Taliban as a resisting group (2). Taliban successfully was able to force Russians to withdraw from Afghanistan and American aim was achieved. Pakistan became nerve center for training militants and its rulers took advantage of the capability by unleashing terrorist gangs into Jammu and Kashmir.This became rather a national policy during the regime of Zia ul Haq. Many terrorist outfits such as Jaish e Mohammed (JEM), Lashkar E Toiba (LET), Jammu and Kashmir liberation front (JKLF), Harkat ul Mujahideen (HUM), Harkat ul Ansar (HUA), and many smaller outfits emerged and made Pakistan their home ground to unleash terror in Jammu and Kashmir and slowly spread to other parts of India. They succeeded in vitiating minds of Muslim youth in India and scores of terrorist outfits surfaced in India such as SIMI, Dargah e Shahsdat andInfdian Mujahideen and Harkat ul jijad Islami (HUJI) The situation has continued on similar equations till 9/11. Pakistan Army and its Inter Services intelligence ( ISI) play great role in masterminding activities of destabilization in India in particular.

The attack on American main land on Sept 9, 2001 pushed Pakistan into the lime light further with America waging war on Afghanistan against Taliban and dislodging them. Al Qaeda cadres and leaders along with Taliban leaders and cadres have escaped into Waziristan and the war with the allied NATO troops is continuing. Pakistan received billions of US dollars to fight Taliban and Al-Qaida and the bitter fact is that Pakistan has betrayed the confidence of America and swallowed the US aid while abetted terror in the region and provided safe haven for the international thugs in its land. It has no control over Waziristan and the difficult terrain has added to the problems. In recent times, Al Qaeda and Taliban strengthened themselves further and have regrouped (3) (4). With mounting of American pressure, Pakistan acted against Taliban but with little success. The country got engulfed in instability and President Musharraf had to leave and name sake democracy emerged.(5).Begum Bhutto was murdered by the terrorists during election campaign. Terrorism has gripped the country (6). Perpetuators of terrorism also became victims of terrorism by their own nationals. T has become a crooks den. Al Qaeda is aiming to capture political power in Pkaistan. The country is going through great financial crisis and relations with USA are getting strained. The continued war in Afghanistan against Al Qaeda and Taliban has forced America in issuing ultimatum to Pakistan to act or face US action within their land. Although Pakistan puts a brave face, US continue military action within Pakistani territory (7). In spite of these short comings, America has not acted with firmness and although it has been proved from time to time that Pakistan is the nerve center for international terrorism, USA has soft pedaled the issue and did not think that disciplining Pakistan was essential except occasional admonishing. Soon the anger disappeared and to keep the partner in good humor, financial aid too arrived.
Pakistan knows very well that America needs it badly in the region to fight Taliban and Al-Qaida and is taking advantage of the situation. Except for the regional requirement, America has no love lost to Pakistan and to keep a check on India USA has propped up Pakistan. In this attempt to retain its superiority over USSR untold damage has been done to the world security and it has cost them too dearly. All international terrorist activities including the attacks on American targets are believed to have been planned on Pakistan soil. While swindling American aid, Pakistan has betrayed Americans. Inspite of its total support to Pakistan, America could not prevent break up of Pakistan in 1971. It could not intervene directly in 1971 war. The time has come for making amends.
The terrorist attack on Bombay in clear terms has established that Pakistan is the nerve center and Pakistan could not escape the blame. Americans and Englishmen were specially targeted in the attack and under US pressure Pakistan is conducting raids on Lashkar e Toiba and has agreed to hand over the culprits to India. It has to be seen whether they would do (8). After some time when anger becomes low, they might skip their words. It has to be seen whether America would involve militarily in Pakistan and get rid off the terrorists. It is clearly established that Pakistan has no will and capacity to eliminate terrorists from its soil as it benefits them. As long as terrorists are there it would receive US aid. India that is next door to Pakistan is the easy victim for activities of Al Qaeda and other thugs. ISI no doubt organizes these activities as mostly believed (9) (10).Thus it would be seen that there is no way out for the world countries except to discipline the region. If terrorism has to be severely curtailed and eliminated following are essential:

Defang Pakistan in the first stage. It has nuclear weapons. It has already leaked the nuclear know how to some rogue nations. It is likely that the terrorists would lay hands on the technology and assemble a crude nuclear bomb from rogue nations and use it mercilessly. America, Britain and India are the major target for them. It is essential that its nuclear war heads are taken over by America and an international agency. The capability for defanging Pakistan is in the hands of America
Pakistan has no control over Waziristan areas. The terrain is difficult and people are vicious and lawless. All types of thugs and militants are taking shelter in these areas and are carrying out their nefarious activities. Military operations must be conducted in these areas and destroy all terrorist camps and hideouts. Pakistan army in incapable of conducting operations as it is a party to terrorism. It is an irresponsible state in the world. These areas must be devastated preferably with few nukes and destroy them once for all.
Azad Kashmir that is under occupation of Pakistan must be liberated. All terrorist camps in these areas are required to be destroyed. India should invade these areas. Liberate and take control of the areas while Pakistan is being defanged by international powers.
Pakistan being a failed state can not govern by itself. The country is basically born out of hatred and greed. The country must be broken into four parts such as Waziristan, Baluchistan, Sindh, and Punjab and be made autonomous under international supervision.
Entire Pakistan army be disarmed and be distributed under different provinces created with weapons for internal security.
The region needs to be under international vigilance eternally to eliminate any reemergence of terrorists. If America has any real thoughts of eliminating terrorism in the world, it must realize that elimination of Pakistan from existence is the first major step in this direction. America must make amends to the lapses it committed earlier during cold war period.

It appears that Pakistan is not very positive in its approach to the problem. Its moves indicate that itwants to pritect the thugs involved. India is loosing time. By this time it should have taken military action without wasting time. Sadly Indian leaders lack guts obviously and it lloks entire thing will be brushed under the carpet while evey one in the country has to suck thumbs

As days pass pressure on Pakistan is diminishing. Pakistan is becoming defiant and shouting that it would defend itself in case war is thrust on them. American Joint Chief of staff rushed to Pakistan in view of building up of tensions between two nuclear nations. Pakistan is not foolish to take out its crude bomb in a show of force. That would be the ultimate day it would see the sun. It fully knows that it has no chance agaisnt India. The wisest thing is to dismantle the terror camps. But how can any one trust Pakistan. It may take up some name sake actions. Since 2001 it was assuring USA that it would destroy militants in Pakistan . But it could not do any thing. The militants have becoem a great risk to the country. They killed Madam Bhutto. They are for capturing political power. Army/ISI is hand in glove with them. Even if Pakistan is not dismembered by war with India it is sure to break up by itself because it is a failed state. It has no responsible governmnet and loyalist army. The country is artificail in existance and doomsday is around the corner. Its existance in world is hatred based. It has no friends in Muslim countries too. All international thugs are harbored in Pakistan. So its breakup is sure to occur if not now soon.

Sir,

Your assessment about disintegration of Pakistan looks very much on the cards. But multiple frustrated Muslim states around India would be a big disadvantage.

You are from the Defense Services. Please present strategies for India and Hindu religious bodies (including conversion) for others to further explore.
