WE HAVE DEFEATIST BENT OF MIND ALWAYS, BY Dr K Prabhkar Rao

WE ALWAYS HAD DEFEATIST BENT OF MIND

       Dr K Prabhakar Rao

Basically India followed self defeatist policies from the beginning. after India  gained freedom from England in 1947, it was much publicised in the world that India gained freedomm by policy of non violence and by the policies and leadership of MK Gandhi alone while it was not true.
Consequently , we followed the path of so called non violence and non alignment another catch word by Nehru and the other third world leaders like Gamel naser of Egypt, Nkrumah of Ghana, marshal tito if Yugoslavia and sukarno of Indonesia. In fact non alignment was labelled as immoral and opportunistic and sinful by then American secretary of state John foster Dulles.India made it's own group from third world countries. the non allied movement is literally dead now and there are no takers.
after gaining independence , Nehru told the then C in C General Roy butcher that he has nothing to do with army and he did not need it. Nehru must have thought that India needed no defence forces and constabulary with lathis  I.e sticks would do.Probably the General was aghast. soon India was invaded by Pakistani troops and Tribal militants in Jand K state in 1948.The war was about to be won , when Nehru decided to refer the matter to UNO  and when war stopped , Pakistan was in occupation of gilgit and Hunza areas while all invaders were driven out from Kashmir valley.72 years are over and yet the problem is not solved. two more major wars have been fought in 1965 and 1971 apart from a limited Kargil war that resulted in many casualties but Pak soldiers were driven out. we had no killing spirit and allowed them to withdraw. In 1971 war , Pakistan was dismembered and Bangladesh was created which was earlier East Pakistan. we had no courage to amalgamate East Pakistan into our territory. More than one lakh pak prisoners were later handed over to Pakistan  in Silver plate. No country does such things after a war. No conditions were put and Indira Gandhi sought self glory and  precious Blood of Indian soldiers was wasted out.

the debacle of 1962 war against China was the result of very poor foreign policy, neglecting the recommendations of army chief Gen thimmayya about army's requirements like weapons, ammunition, stores for mountain warfare etc. gen thimmayya resigned  vexed up. he retired soon and the next  chief who was appointed to succeed him was not up to mark. he led army into defeat.Krisha Menon the defence minister  let down army and the nation. India lost  the war and many thousands of square miles fell into the lap of China.  Relations suffered badly. India had no money to purchase weapons and it was disgraceful situation and the country had to beg on streets for donations from people.

the disputes and wars with Pakistan and china  and continued insurgency in Jammu and Kashmir apart from naga troubles , Mizoram problems, Maoist insurgency in different states no way boosted our prestige in the world and  sent messages that all is not well in this country. The communal riots in the country from which India  was not free also sent wrong messages around. The anti national writings by certain sections in foreign press added to the problem lowering the country's image. The country became more defensive every time something happened. punishing of army officers and the soldiers involved  in actions against militants in J and K by courts added to lowering the image and gave a flip to the human rights organization. in nut shell  , the Victim i. E  India became the bully around And Pushed India into defensive position.
Of course with Modi in the saddle things are slightly changing but we are not out of woods. the  general public are not fully aware of 1962 war, why it happened and why we lost it.The official report has been nit released.

The Henderson Brooks-Bhagat report is the report of an analysis, referred to in the report as an "Operations Review", of the events leading up to the Sino-Indian War of 1962. Its authors are officers of the Indian armed forces: Lieutenant-General T.B. Henderson Brooks and Brigadier Premindra Singh Bhagat, Victoria Cross recipient and then the commandant of the Indian Military Academy.

As of 2006, more than 50 years after its having been promulgated, the report was to remain classified by order of the United Progressive Alliance government, led by the Indian National Congress In April 2010, India's Defence Minister A.K. Antony told Parliament that the report could not be declassified because its contents "are not only extremely sensitive but are of current operational value".The statement was criticised by BJP, leaders including Arun Jaitley, who even penned a blog post on it. After May 2014, after a BJP-led government came to power, Jaitley, the new defence minister, refused to declassify the report. He removed his blog post and agreed that the report could not be declassified.

The report is said to be openly critical of the Indian political and military structure of the time as well as of the execution of operations. According to Australian journalist Neville Maxwell, the report claims that the Indian government, which was keen to recover territory, advocated a cautious policy but that the Army Headquarters dictated a policy that was militarily unsound

On 17 March 2014, Maxwell posted Volume 1 of the two-volume report on his website.Maxwell had acquired a copy of the report and wrote his book India's China War based on it.[6] In an interview, Maxwell said he had never seen Volume 2 but understood it to be "mainly memos, written statements and other documents on which the authors based the report

Some analysts argue that the continuing public controversy over the report indicates that many of the problems identified in the report still continue.

On 15 November 2014, Congress leader Captain Amarinder Singh said that the report should be made public by Narendra Modi's administration . People have the. Right to know why things had gone bad.

Unfortunately , there are many arm Chair  beer sipping , cigarette smoking self styled pseudo experts  munching chicken roasted legs sitting in AC  rooms at Delhi  who have not seen a bullet being fired leave apart tactics of Infantry,  armour and arty formation and conduct of military operations .Some are from mere only police background. They are Advising the govt that the warfare in present day is no more the same we had earlier and it has become more  high tech. apart from this there are some  seniors army guys too who are of the opinion that army has limited role  in ensuring national security  in present days as if it is a police job belonging to constabulary. They argue thus almost amounting to redundancy of armed forces  in  present day conflicts between nations.warfare methods no doubt have changed over years due to use of sophisticated weapons, tracking systems, satellite communications, electronic target locations, target acquisition, use of missiles, multiple rocket launchers, pilot less air crafts and even use of drones, the terrain where war will be fought plays the dominant role and decisive and the terrain  of 1962 is still The same although with some improved road communications. Use of latest technologies and use of air power including bombers, attack air crafts and choppers and gun ships and missiles  in mountains is always  restricted. Thus , the imminent armed  full scale conflict with China  is not going to be an easy affair like cake walk as envisaged by our experts basking in self imagined glory as China would go all out to win and claim Arunachal Pradesh once for all. they would open multiple  fronts aiming at very crucial areas that we have to defend at the same time that will be an Herculian task and they did it in 1962. wars do not come always and they surely will make best use of it.Make hay while sun shines  will be Chinese motto.  China will be searching for an opportunity and alibi and cause for perpetuating a full scale war on India for satisfying their ambition  of occupying Arunachal areas  and other disputed areas for which they are craving Over years. God forbids,Once they get into Arunachal , it will be next to impossible to evict them. entire Brahmaputra valley  including Assam , Bhutan Sikkim and our North East States will be at their mercy and could be cut off  from rest of the country.Even West Bengal could be threatened.
Thus,  we might say that we  have to be extra cautious in the  war,  if it is forced on us and it will not be easy affair although India improved a lot in the equipment and weapons. still lot is to be done yet.China is a communist nation and gives great priority to the development of its forces  maintaining cutting edge, while in India , we have our own constraints and limitations and misplaced priorities while dealing with the armed forces ( recently recommending equipment locally made even if it is 70 percent  fit enough ) by virtue of the  type of governance, attitude towards the defence forces.

there are many arm Chair  pseudo exports at Delhi Advising the govt that the warfare in present day is no more the same we had earlier and it has become more  high tech. apart from this there are some  seniors who are of the opinion that army has limited role almost amounting to redundancy in present day conflicts.  although warfare methods have changed over years due to use of sophisticated weapons, tracking systems, satellite communications, electronic target locations, target acquisition, use of missiles, multiple rocket launchers, pilot less air crafts and even use of drones, the terrain where war will be fought plays the dominant role and decisive and the terrain  of 1962 is still The same although with some improved road communications. Within no time they will induct all types of equipment for warfare on plains. the roads built of late and earlier  will be happily used by them .this is not to sound alarming bell, but high light the consequences that  may have to be faced if our forces are neglected as done in 1962.
Thus we might say that we  have to be extra cautious in the  war if it is forced on us and it will not be easy affair although India improved a lot in the equipment and weapons. still lotis to be done yet.China is a communist nation and gives great priority to the development of its forces  while in India we have our own constraints and limitations towards forces by virtue of the type of governance  that we have in the country and attitude towards defence services.Forces are being seen more as a financial liability and a colossal drain on the economy instead as an asset unfortunately by short sighted economic experts and administrators.let us hope our brave forces will come out successful  in defending the nation inspite of all these short comings and limitations and sufferings at the hands of politicians and  all knowing beaurocracy.
