This cartoon was  drawn when OROP was not granted after making a n election promise. Although it was granted later, it was never as demanded  by the services. The service veterans  had to go on hunger strike at Delhi.  At one stage Delhi police was used against the retired service personnel who were  manhandled, beaten, clothes torn. medals  pulled out and ill treated. Govt looked other way. It was a shameful act indeed.
